FMCSA accepting comment on cross-border applicant

The Federal Motor Carrier Safety Administration is accepting comment through Oct. 10 on Transportation and Cargo Solutions S de RL de CV’s (TRACSO) application to its cross-border pilot trucking program with Mexico.

The carrier’s Pre-Authorization Safety Audit indicated it would use four drivers and seven trucks to operate beyond the commercial border zone. Applicants must clear these audits and meet additional criteria before admission to the program.

The FMCSA noted operating authority was pending for TRACSO, as well as for Road Machinery SO SA de CV. Currently, 13 carriers participate in the program.

During the PASA vetting process, FMCSA representatives learned TRACSO had an affiliation not identified on its application, the agency stated in a Sept. 30 notice on the audit. After TRACSO applied to the program, the U.S.-based XIM Enterprises received authority, but never operated and now has a deactivated U.S. DOT number. The FMCSA had determined the applicant had not established XIM to evade regulations or to hide safety problems.

TRACSO provided the agency with a plan July 30 to address deficiencies auditors found in TRACSO’s driver qualification records, records of duty status and cargo securement. These violations were not considered sufficient to fail the audit.

The company received a satisfactory rating during the compliance review that followed PASA. The review had not revealed acute or critical violations, but the FMCSA provided the company with recommendations for correcting the six violations discovered.

Agency officials will monitor TRACSO through the Safety Measurement System, it added. TRACSO is registered a hazardous materials carrier with the Pipeline and Hazardous Materials Safety Agency, but will not transport placardable hazardous materials in the program.
