Scott Darling, FMCSA’s top lawyer, to serve as interim administrator

T.F. Scott Darling III has been named Interim Administrator of the Federal Motor Carrier Safety Administration.

The news comes in a farewell message to staff from outgoing Administrator Anne Ferro, circulated by the FMCSA communications office. An FMCSA spokesman said there would be no immediate additional comment.

Darling was appointed FMCSA chief counsel by President Obama in September 2012. He came to FMCSA from the Massachusetts Bay Transportation Authority, the public transit agency serving the greater Boston area, where he served as the deputy chief of staff and assistant general counsel, according to the official FMCSA biography updated Monday.

Prior to joining the MBTA, Darling provided counsel to a number of public and private sector clients on transportation, land-use, housing and environmental issues. He holds a Bachelor of Arts degree in Government from Clark University, a Master’s degree in Public Policy from Tufts University and a Juris Doctor’s degree from Suffolk University.

“I know that Scott will provide seamless leadership with integrity, intelligence, and a commitment to engage our employees and stakeholders to meet our lifesaving mission,” Ferro writes in a note to colleagues.

She also thanks her “trusted right hand,” Deputy Administrator Bill Bronrott, who will leave FMCSA at the end of the year.

“I am confident that Acting Administrator Darling, Deputy Administrator Bronrott, our senior executive team, and each and every one of you will continue to build on the progress of the past five years,” Ferro says. “I’m counting on you, because it’s never been about me. It’s always been about us –  One FMCSA – working as a team on the highest of callings in public service – saving lives.”

Ferro steps down to become president and CEO of the American Association of Motor Vehicle Administrators.
