PHMSA extends comment period for transport tank standards

In response to requests from the public, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration on Friday, March 4, announced that two industry standards on transport tanks are available online for public review. The standards are related to a notice of proposed rulemaking that originally was published in December 2010.

The NPRM seeks public comment on the standards for possible incorporation into federal regulations. This is the first time PHMSA has been able to arrange for the standards to be available to view online for free. In the past, the public was required to come to the Department or purchase the standards from the associations responsible if they wanted to review them. In addition, PHMSA is extending the comment period 60 days, until May 23, to provide the public additional time to review these standards.

The American Society of Mechanical Engineers’ Boiler and Pressure Vessel Code – Section XII standard for the design, construction and certification of transport tanks – now is available on PHMSA’s website. The National Board’s National Board Inspection, which applies to the qualification and maintenance of transport tanks, is available on the National Board’s website at www.nationalboard.org.
