Comment period extended for proposed highway-rail crossing rule

The Pipeline and Hazardous Materials Safety Administration and the Federal Motor Carrier Safety Administration announced a 30-day extension of the comment period for their joint notice of proposed rulemaking to prohibit a motor vehicle driver from entering onto a highway-rail grade crossing unless there is sufficient space to drive completely through the grade crossing without stopping.

The comment period was set to close Tuesday, March 29, and comments now are due April 29. The Commercial Vehicle Safety Alliance requested the extension to gain feedback from its members who will be attending the CVSA Spring Workshop Meeting April 11-14.

PHMSA and FMCSA say the proposed rule is in response to section 112 of the Hazardous Materials Transportation Authorization Act of 1994, with the intent to reduce highway-rail grade crossing crashes. Comments on the NPRM may be submitted at www.regulations.gov; the docket numbers are PHMSA-2010-0319 (HM-255) and FMCSA-2006-25660.
