FMCSA announced in January that short-term rentals, those lasting fewer than 30 days, would be exempt through April 19.
The new waiver request, which asks FMCSA to delay ELD compliance for drivers of truck rentals of 30 days or less through the end of 2018, has been published in the Federal Register and is open for public comment.
TRALA says the 90-day waiver isn’t sufficient to address the ELD issues that have arisen with short-term rentals. The group says when fleets rent trucks to meet short-term demands, the ELD platform a fleet uses is often times different from the ELD platform in a rental truck.
The group adds that since the Federal Motor Carrier Safety Administration granted an exemption from compliance for truck rentals of 8 days or fewer in October, TRALA members have been working to resolve ELD issues with their customers. TRALA notes its members have been “meeting with customers, building cloud-based portal systems between ELD providers and purchasing thousands of ELDs for rental trucks,” but more time is needed to be in full compliance with the mandate.
