After Congress proposed legislation in December to create a pilot program aimed at researching taxing vehicle miles traveled to fund the Highway Trust Fund instead of federal fuel taxes, the Government Accountability Office this week echoed that sentiment, recommending that if Congress were act on a VMT tax, it should first study such a tax with a pilot program.

The American Trucking Associations has long been against such a measure, but several states already have similar programs in place, including Oregon and Nevada.
