The Federal Motor Carrier Safety Administration (FMCSA) announced Wednesday the upcoming launch of Motus, a new online registration system designed to replace the decades-old Unified Registration System (URS) and streamline how motor carriers interact with the federal government.
The new platform, which derives its name from the Latin word for "movement," is intended to simplify the registration process for fleets, brokers, and freight forwarders while introducing improved security measures to combat rising instances of fraud.
FMCSA's Motus rollout is phased. Following a limited release for supporting companies late last year, the agency expects to make the system fully available in the second quarter of 2026.
Security and fraud prevention
A central feature of the new system is the introduction of mandatory identity and business verification. FMCSA has partnered with identity service providers IDEMIA and CLEAR to verify the legitimacy of applicants.
"FMCSA is increasing accountability and reducing fraudulent information... with the introduction of an identity verification process as part of any new FMCSA registration," the agency stated in the notice scheduled for publication in the Federal Register Wednesday.
The heightened security measures follow a significant increase in fraudulent activity, including identity theft and the hijacking of carrier accounts, which has led to cargo and monetary theft across the industry. All new applicants and approximately 800,000 existing registrants will be required to pass identity proofing when they first access the system.
Individual applicants will use a smartphone or tablet to scan a QR code within the Motus system to start a session; select their document type, such as a passport, driver's license, or resident card; take a photo of the identification document; perform a facial scan by taking a photo of themselves with their device; and confirm the process in Motus to finish the application.
FMCSA said that this is a stand-alone process, adding the agency and the vendor will not store, share, or sell any of this information.
FMCSA has partnered with CLEAR to conduct business verification services. This process is designed to confirm a company's authenticity and validate key data points. The system will perform "information edit checks" to validate the company's legal name and principal place of business address; ownership structure and the identity of company officials; snd the company’s status to ensure it complies with State and Federal registration requirements.
The goal of this business verification, according to FMCSA, is to prevent unauthorized access, mitigate fraud (such as account takeovers), and ensure that only legitimate entities can access sensitive data or services.
Improved user experience
Motus will consolidate numerous paper-based forms into a single digital interface. The agency said the platform will feature:
- Real-time data validation and "smart logic" to tailor the registration experience to specific user needs.
- Mobile compatibility, allowing users to update registration information via smartphones or tablets.
- A unified dashboard to manage operating authorities and view activity notifications.
- Integration with Pay.gov for secure fee payments.
Phased implementation and feedback
The agency noted that, in response to stakeholder feedback, the initial launch of Phase II will not include the elimination of Motor Carrier (MC) or Freight Forwarder (FF) docket numbers, nor will it change the process for filing BOC-3 forms.
While the FMCSA encourages the use of Motus once it is live, it will continue to accept traditional forms for a limited time. However, officials warned that processing paper applications may take a minimum of eight business days.
The agency expects to propose a formal rulemaking in the spring of 2026 that would eventually mandate the use of Motus for all registrants.
