FMCSA opens door for California, Washington to challenge its Trump-era meal-and-rest-break preemptions
FMCSA previously determined the states' Meal and Rest Break (MRB) rules were preempted by federal HOS regulations. Now, the agency is laying the groundwork for waivers from the preemption. Teamsters applauded the move, as other orgs pledged to fight it.
