California 'smog check' rule 'discriminates' against out-of-state truckers: EPA
The EPA's partial disapproval of California's Clean Truck Check regulation means the agency won't enforce it for trucks registered outside the state. CARB, though, will continue enforcement for all trucks operating there, regardless of where they are registered.
