Like the House plan floated Tuesday, Blumenthalâs amendment would effectively nullify the results of the study and its impact on hours of service regulations. However, unlike the House plan, it takes the opposite approach: Instead of reverting back to 2011 rules on a permanent basis, it would revert back to restart rules that took effect July 1, 2013.

The U.S. Houseâs Appropriations Committee released May 17 a 2017 fiscal year DOT funding bill that would make permanent 2014âs ârestart rollbackâ by reverting hours-of-service rules for truckers to those in effect in December 2011. The bill also halts FMCSAâs work on its January-proposed Safety Fitness Determination rule until the reforms called for in 2015âs FAST Act highway bill are implemented.
