FMCSA changing âhigh risk carrierâ definition
The agency will now deem carriers high risk if they have a ranking of 90th percentile or higher in two or more of the Behavior Analysis and Safety Improvement Categories (BASICs) in the Compliance, Safety, Accountabilityâs Safety Measurement System for two consecutive months and havenât received an on-site investigation in the previous 18 months.

The Department of Transportation will soon publish a notice seeking feedback from trucking industry stakeholders about the prevalence of obstructive sleep apnea among truck operators and any potential costs carriers and others may incur if the DOT were to issue a rule requiring sleep apnea screening and treatment.

Portions of CSAâs carrier ranking system return to public view
As it promised last month, FMCSA has updated the online portal of its Compliance, Safety, Accountability program to bring back to public view the inspection and violation data underpinning the BASIC percentile rankings. it has also brought back the so-called âabsolute scoresâ within five of the seven BASICs.

DOT grants carriers 60 more days to comment on rule to revamp carrier rating system
The rule would replace the current three-tier rating system of âSatisfactory, Conditional and Unsatisfactoryâ for motor carriers with a single determination of âUnfit.â An Unfit determination would require the carrier to either improve its operations or be shut down. FMCSA decided to provide the extension to give âall interested parties adequate time to submit comments on proposals in this rulemaking.â

DOT proposes entry-level driver training rule, would institute standard curriculum, minimum behind-the-wheel time
FMCSA is set to publish Monday, March 7 a proposed rule that, if made final, would implement a required core curriculum for new entrant truck drivers receiving their CDL and require them to receive 30 hours of behind-the-wheel training time. It also would establish a registry of FMCSA-approved trainers.

A measure in a House bill would block states from enforcing mandatory paid meal and rest breaks for truckers and their carrier employers and prevent states from undertaking driver pay reform measures.
