Senate introduces its version of bill to halt July 1 hours-of-service rule
A bill was introduced into the Senate last week that, if enacted, would halt the most recent hours-of-service rule change and allow truck drivers to operate under the pre-July 1 rules again, until Congress can review the rule further. The bill is the Senate counterpart to a House bill introduced in October.

FMCSA proposes easing driving experience requirement for vision exemption for drivers
The Federal Motor Carrier Safety Administration has proposed either shortening or eliminating the amount of driving experience needed for truck drivers to obtain an exemption to drive with vision deficiency, it announced this week.

Cross-border trucking audit finds weakness in Mexico bus inspection program
In an annual review of the cross-border trucking program with Mexico, the DOT’s Office of the Inspector General says improvements are needed in the plan for inspecting buses but that the Federal Motor Carrier Safety Administration otherwise “generally complies” with the safety criteria established by Congress – despite a decreasing number of truck inspectors and some software glitches.

Electronic logging device rule still expected by year’s end, OMB still reviewing
Progress has slowed on proposals to mandate electronic logging devices and to prohibit coercion of truckers, which had been expected to clear another hurdle by now. The White House Office of Management and Budget indicated Dec. 13 it had not yet cleared the ELD plan, but FMCSA said earlier this month it expects to issue a SNPRM Dec. 23.
